Temporary Administrative and Professional Staffing

I am a Contracting Officer and I have a temporary administrative and professional staffing contract. I'm questioning whether or not the Job Corp Center used the contract improperly where they utilized the contract when a federal employee went on a 6 week detail. The Code of Federal Regulations reads as follows: Conditions for using private sector temporaries. It refers to employee absence due to personal need including emergency, accident, illness, parental or family responsibilities, or mandatory jury service, but not including vacations or other circumstances which are not shown to be compelling in the judgment of the agency. I don't see how a 6 week detail falls into any of these conditions. What do you think?

Details of the exact situation would dictate a specific response. I would offer that you have provided a narrow read with regard to 5 USC 300.503 which leaves out salient discussion that would have bearing on the decision process to utlize private sector temporaries.
