    Do you need local NEC approval for software/computer purchases if you are using [Computer Hardware Enterprise Software and Solutions] CHESS? Also, where would I find this authority?

    I've added what CHESS is.  Check if it is correct.  Also, could you esplain what NEC is?

    I think NEC refers to the Army Network Enterprise Center process which approves purchases of IT in advance.
