My understanding is that NSA is a component of DOD; therefore, wouldn't NSA just use the DOD weighted guidelines form?

You would think so. However, in my experience, they seem to have their own secret procurement regulations. I constantly see MPO contracts with clauses that are not part of the FAR or DFARS and are not in 48 CFR.

Yes, that's correct. But I don't have access to any "reserved" procurement regulations so, to answer the question, I made an assumption.
