STANDARD FORM 294 Completion

    The ordering period for a contract has expired. The value of the awarded task orders did not reach the estimated dollars listed in the approved Small Business subcontracting plan. Is it acceptable to use the actual awarded dollars in the as the ?Current goal? and in the subsequent calculations on SF294?

    I suggested this and was told that a contract modification and reapproval of the Small Business subcontracting plan would be required to change the goal dollar amount. The percentages would remain unchanged. I find that odd, but I could not find any information in FAR 52.219 or other sources that addressed this situation.

    If we keep reporting the dollar amounts listed in the approved Small Business subcontracting plan it seems incorrect as we will never be able to reach those numbers. The instructions on SF294 address increasing the values for option years but not other situations.

    No, you should not put the actuals in the "current goal" column. The form requires you to state the goals in the plan, which should be stated as a dollar amount and a percentage. Actual subcontracting goes in a different column. Here are the instructions:

    BLOCKS 10a through 18: Under "Current Goal," enter the dollar and percent goals in each category (SB, SDB, WOSB, VOSB, service-disabled VOSB, and HUBZone SB) from the subcontracting plan approved for this contract. (If the original goals agreed upon at contract award have been revised as a result of contract modifications, enter the original goals in Block 19. The amounts entered in Blocks 10a through 16 should reflect the revised goals.)
