Came across this a few weeks ago.  Good reminder of all the tools available

It’s too easy to listen to or read a new requirement and jump right into a certain method to meet it without considering anything else.  I’ve also heard, and I’m sure you all have too, ridiculous reasons to not picking the most beneficial method.  Things like “I’m not paying that GSA fee, “ “we do nothing but contracts because our workload system doesn’t give much credit to orders,” and “we don’t have a policy here for using that.”
