Contractor Local Staff Approval

Is the Contracting Offocer required or not required to approve the contractor's local staff replacement? The assumption is that the contracotr's staff is already approved in the initial project budget. If yes or no, what is the legal reference?

There is no legal reference because this issue is not addressed inn the FAR. Instead, you have to look at the terms of individual contracts.
