Education Service Agreement

I am in the process of working an Education Service Agreement and I'm looking to find the process on getting to the end agreement. 

Are J&A's needed? MOPAS? Business Clearance Memo? 

I have seen the DFARS where it tells you how the layout of the agreement should look, so that is not my issue. I just need to know the steps on getting to the end agreement. I have been unable to find anything on it anywhere. Any help is appreciated!
