Presidential Memo - Improving the Federal Hiring and Recruitment Process

1. The hiring process might be better in a few years.

2. There will be lawsuits about fairness in hiring.

3. Workforce quality is a bigger problem than workforce quantity, and the memo will do nothing about that. We're already getting good candidates. What we're not doing is preparing them properly. Formal training is poor, and OJT is spotty, unreliable, and being conducted by unqualified people. There are not enough mentors.

4. If something is not done to ensure high rates of retention among the best, all will be for naught.
