Lease synonymous with rent

There’s a recent proposed FAR rule expanding consideration of acquisition alternatives under FAR 7.4.  One interesting item we all discussed here in at least two threads is lease versus rent and what both mean.  Public comment showed that meanings can vary some by industry but the FAR rule will consider the terms as the same.
