CCPD for an under-SAT Modification of IDIQ contract for which CCPD was required for the Base

    Is CCPD required for a modification that is increasing the value (by less than SAT) of a multi-million dollar IDIQ contract that already exceeded the TINA threshold and was required CCPD at the time of the Base Award? Note: Not a commercially available item.

    hypothetical example:

    • Base Award Contract Value was $5M
      • CCPD was obtained for it at that time.
    • Mod is for $65K increase.
      • Total Contract value after mod award would be $5,065,000.

    The contracting officer would actually be prohibited by FAR 15.403-1(a) from obtaining CCPD. This assumes that the mod is only for an increase--not a net increase after addition and subtraction.
