    Presented with an out of scope/Cardinal change to an existing Contract that was procured as a Sole Source.  Is the original Sole Source determination sufficient to cover all requirements/activities under the contract?  Note the out of scope work will likely be justified as sole source as well.

    If this is a Part 19 sole source contract, then it might be added using an out of scope sole source, supplemental agreement for administrative purposes.
