Can I use FAR Part 16 to create a new IDIQ?

Can I use FAR Part 16 to create a new IDIQ? Specifically 16.505 Ordering. FAR Part 12, 13, and 14 do not apply which leaves FAR Part 15, however, I want to know if I can streamline using FAR Part 15 instead. Thanks!

FAR 16.505, Ordering, allows you to create orders under indefinite-delivery contracts. That's all.

My interpretation of the question and response are:
- New Guy wants to know if the organization can streamline Part 15 procedures to “create” an ID/IQ base contract, in accordance with the ordering procedures in FAR 16.505., “Ordering”
New Guy didn’t elaborate as to whether this will be a single award or multiple award ID/IQ . Since New Guy references streamlining per 16.505, I am assuming that it will be for a MATOC.
- ji correctly says that any streamlining procedures in 16.505 are only applicable to the ordering process under an awarded MATOC, not to the acquisition to create the MATOC or to select the awardees/pool members.
