DCMA CPSR Delegation

The DFARs CPSR requirement is outlined in sub part 244.3. Is there DCMA delegation from non-DoD agencies for them to conduct CPSR audits on all agencies’ behalf? I know that NASA outlines it in sub part 1844.3, but don’t know if any other non-DoD agency does the same. Do these delegations exist?

FAR 42.003 seems to indicate that there should be only one "cognizant agency" for contract audit services. To me, that would include business system reviews such as CPSRs.

Both DCMA and DCAA have memoranda of understanding with other agencies to do certain work for those agencies. Those MOUs are generally not published and would have to be obtained through a FOIA request. In regard to your specific question, DCMA does do CPSRs for other agencies. They use the FAR standards, or other agency specific standards, for conducting those CPSRs. DCMA only uses the DFARS criteria for conducting CPSRs for DoD components.
