STTR Phase II Contracts -- What's the proper standard form?

My small business was awarded a Phase II STTR contract, which was issued on an SF 1449 for commercial items. We are delivering reports under the contract analyzing our research and development. The services do not meet the commercial item definition. It seems an SF 1449 is the wrong contracting vehicle. Am I right? And if so, what is the proper standard form for a Phase II STTR contract?
