    After approximately 100+ proposal submittals (RTR's), the CO is now adhereing to our firm requiring to return the "EOI" form, consisting of a check in a box for (1) question- whether our firm is interested in this particular TO.

    Does the submittal of a proposal, in lieu of returning the EOI form, serve as answering "Expression of Interest" form?

    Thanks for any feedback (Case Law?) you can provide.
