DOD Source Selection Joint Analysis Team

In April, 2010, Shay Assad issued a memorandum with a draft of the Joint Analysis Team's new and improved source selection process for review and comment. The goal of the new procedure is to provide a framework to standardize the source selection rating process, increase senior leader oversight, strengthen documentation requirements and increase communication with industry.

I've seen various powerpoint briefings, eg: Air Force and Army, but not the final report. Does anyone know when the final is going to be issued? Are copies available?
