    Government cost estimates are developed using the same processes as any other cost estimate. There is nothing special about a government cost estimate and there is no special process for developing a government cost estimate.

    Cost estimating is a vast topic. There are many ways to go about developing a cost estimate. Google "cost estimating" or "cost estimating methods."

    This came out after the posting, but thought you might find it helpful. GAO developed the Cost Estimating Guide book in order to establish a consistent methodology that is based on best practices and that can be used across the federal government for developing, managing, and evaluating capital program cost estimates.Click this link to download the pdf book (over 400 pages!)
