developing government estimate

Does anyone know the process of developing a government estimate? Where would I find this information?

Government cost estimates are developed using the same processes as any other cost estimate. There is nothing special about a government cost estimate and there is no special process for developing a government cost estimate.

Cost estimating is a vast topic. There are many ways to go about developing a cost estimate. Google "cost estimating" or "cost estimating methods."

Does anyone know the process of developing a government estimate? Where would I find this information?
