Conditional Proposal

Is anyone familar with the submission of a "conditional proposal" by a contractor? We have been asked to submit a "conditional proposal" on a competitive commercial item solicitation. I am not sure what this means or the impact to the contractor. Can the contractor submit a proposal with conditions that will allow the contractor to withdarw the proposal if the condition is not met? Any information is greatly appreciated.
