In an earlier question it was averred that in a JV where both members are large businesses are large that both partners are allowed to combine their 1st tier small business subcontracting toward meeting the small business goals in the contract. I am researching this and have been looking for an official reference that this is allowed. Can anyone help on this you help? Thanks

I read the original post and don't agree with the assumption. A JV of two large businesses would be a separate legal business entity and would have one subcontracting plan - if it were an individual plan. If the JV opted for a commercial plan, it would still be one plan for the JV; not the separate partners.

"A JV of two large businesses would be a separate legal business entity..."
And you know this to be a factual statement ... how? [Citation Needed]
