Is a J & A needed?

    Adding some more work to a labor-hour contract is a new procurement. Adding more work is not "in scope." If you do it sole source you need a J&A.

    I agree that adding additional work is not "in scope." But we use terms sloppily sometimes.

    DonDon, Is the government really adding additional work?  Or does the contractor need to do additional work in order to complete the work already contracted for?  These are very different, but sometimes people can't see the difference.
