Contingency plans for Government shutdown?

Does anyone out there have any contingency plans on how to ensure essential contracted services continue in the event of a Government shutdown? We are much more reliant on contractors now than we were in 1995. I was not with the Government back then, but I do recall seeing "mission essential" personnel lists.

Any assistance would be appreciated.
