    If the response time has past and the respondent replied on time but erred in the email address, AND it might be in the Government's best interest to review and evaluate the response, is it acceptable to include the the late response in the SSN results and the market research?

    What do you mean "acceptable"? Are you asking if the FAR prohibits it? If so, the FAR does not prohibit it.

    That's why I never use imperatives in a SSN - incorporating as few "shall" statements as possible and including a "request" to have SSN responses in by a certain time.

    Basic business judgement which disadvantages no one.
