In the Civilian Board of Contract Appeals there is a case: Raj J. Patel v. U. S., CBCA 7419, June 24, 2022 with a complaint for the above. You may figure it out.

I dug a little deeper here and totally agree. It is so obvious from some of his other complaints and lawsuits (of which there are many) that this person is fairly delusional, paranoid, and probably needs serious medication, counseling, or both.
