Guidelines for making multiple awards

Hi,

I was wondering if anyone has any specific guidelines that are used when making a determination as to whether or not it is prudent to make multiple awards for a procurement. I know that the amount of work and whether or not it can be handled by only one contractor has to be considered, but was wanted to see if there are any other guidelines that are used in helping to make a multiple award determination.
