    Bob,

    Thanks for posting Goodwill Industries of South Florida on the main page. It was a long decision -- but interesting because the protester received a permanent injunction preventing DLA from issuing further solicitations for the item the protester makes. The bottom-line seems to be that mandatory sources are, indeed, mandatory.

    Interesting.  I’ve never heard of something like this getting to the COFC.  Usually the affected organization goes to the Committee instead of protesting.  The Committee then notifies the particular agency at the top level - Chief of Staff, Congressional or Public Affairs, Deputy Secretary, etc., and the program office is told to use the JWOD source.

    The thing that caught my eye with that protest, besides the length, was the publication date--September 18.  That was Sunday.
