52.216-8 Fixed Fee - Applies to Task Orders under IDIQ?

Hi All,

I'm struggling to come up with an answer for this situation. We currently have a CPFF IDIQ with several Task Orders under it. Leadership is concerned that the USG is withholding 15%/100k fee on each individual Task Order instead of only at the IDIQ level. My basic understanding that since 52.216-8 is present only in the IDIQ, that it automatically flows down to the individual Task Orders, and the USG retaining fee from each individual Task Order is valid.

I'm also getting push back from leadership that it goes against the FAR to withhold fee at the Task Order level. I can't seem to find in the FAR where that is stated.

Am I on the right track thinking that the way the USG is retaining fee is valid?
