    The title of the paper oversells the author's intent.  It is much more grounded and recognizes the pitfalls of using AI in the way described.  That is, if the underlying data is inaccurate or recorded non-uniformly, the AI will make the same mistake as a human, except it will be much faster.   

    A more accurate title would be "Using AI to Streamline Responsibility Determinations Under FAR Part 9.1."
